DSA
TRANSPARENCY REPORT

ISSUED BY AHPS LTD
REPORTING PERIOD 17 FEBRUARY 2024 – 31 DECEMBER 2024
DATED 28 FEBRUARY 2025

This Transparency Report is issued by AHPS LTD pursuant to the Digital Services Act (Regulation (EU) 2022/2065, the “DSA”). AHPS LTD operates as an Infrastructure as a Service (IaaS) provider and, in its capacity as an intermediary and hosting service provider, falls within the scope of the DSA as implemented by the relevant Member State.

The purpose of this report is to describe the measures and procedures adopted by AHPS LTD to identify, assess, and address instances of online abuse and illegal content in a diligent and responsible manner. As an IaaS provider, the Company delivers services including Public and Private Cloud solutions, Dedicated Servers, Colocation services, Content Delivery Networks, and related technical support. These services are provided without direct access to or control over customer content.

AHPS LTD conducts its activities in compliance with applicable local legislation, including data protection obligations under the GDPR. The Company’s Compliance managers possess substantial practical expertise in abuse prevention and response procedures and may engage with competent authorities or policymakers where necessary, particularly in matters involving complex or emerging forms of online misuse.

Provision of services is governed by the Master Service Agreement available through the Company’s official website. Compliance operations are further supported by internal policies, including the Acceptable Use Policy, Claim Consideration Policy, and Know Your Customer (KYC) procedure, each implemented in accordance with the laws applicable to the jurisdictions in which the Company and its affiliates operate.

All abuse notifications, as well as requests or orders received from competent authorities, are processed by the Compliance team. Team members operate in multiple languages and are capable of reviewing materials in English, Greek, Portuguese, Spanish, Polish, and Ukrainian. The Company maintains continuous professional training programs and internal operational guidance, while external legal advisors periodically review compliance documentation to ensure alignment with the DSA and other applicable legal requirements.

The Compliance team operates with the support of in-house and external Legal Counsel providing regulatory and legal guidance. As an unmanaged IaaS provider, AHPS LTD neither supplies nor actively monitors customer content and therefore relies on third-party notifications and abuse reports to detect potential misuse of its infrastructure.

Although the Company does not have direct access to hosted customer content, it continuously improves internal procedures and cooperation frameworks aimed at mitigating misuse of services in accordance with evolving legal standards and societal expectations.

Technical tools may be employed to identify patterns potentially indicating policy violations; however, any flagged materials are reviewed by human moderators prior to the adoption of any enforcement action. Decisions concerning reported content are based on human review and are not taken solely through automated moderation systems.

Upon receipt of reports concerning illegal content or complaints regarding prior decisions, reviewers initially assess materials against internal policy standards. Where no policy breach is evident, Compliance managers evaluate whether potential legal concerns may nevertheless arise. If illegality is uncertain, cases may be escalated for additional internal or external review. Matters requiring deeper investigation may be referred to specialized legal request personnel trained to assess complex cross-jurisdictional issues. Where necessary, external legal counsel may be consulted before final action is determined.

To ensure consistent decision-making, compliance personnel regularly coordinate through internal communication channels and operational meetings. Experience gained from complex or precedent-setting cases is shared internally to enhance procedural consistency and improve future assessments.

The Compliance function is further supported by team leaders and subject-matter specialists drawn from diverse professional backgrounds, including law, political science, communications, sociology, cultural studies, and linguistics. Teams handle both initial abuse reports and complaints concerning prior enforcement actions, irrespective of geographical origin.

Members of the compliance management team typically possess more than five years of professional experience in content moderation or abuse management. Collectively, the team provides extensive linguistic coverage, and where necessary, translation services or machine-assisted translation tools are utilized to facilitate accurate processing of reports received in additional languages.

AHPS LTD maintains a dedicated operational structure specifically trained to evaluate and respond to allegations of illegal content submitted through reporting mechanisms or otherwise identified through proactive compliance activities.
