DSA Transparency Report 2025

DSA
TRANSPARENCY REPORT

ISSUED BY AHPS LTD
REPORTING PERIOD 01 JANUARY 2025 – 31 DECEMBER 2025
DATED 28 FEBRUARY 2026

This Transparency Report is issued by AHPS LTD in its capacity as an Infrastructure-as-a-Service (IaaS) provider, operating under the Digital Services Act (Regulation (EU) 2022/2065 – “DSA”) and the applicable rules of the Member State in which it functions as an intermediary and hosting service provider.

The purpose of this report is to describe how AHPS LTD manages illegal content and potential misuse of its services, applying careful oversight and appropriate compliance measures. As an IaaS provider, AHPS LTD offers services such as Public and Private Cloud hosting, Dedicated Servers, Colocation, Content Delivery Networks, and technical support, without having direct visibility or control over customer data.

AHPS LTD operates fully in accordance with applicable national laws, including the EU General Data Protection Regulation (GDPR). Our Compliance team, consisting of experienced professionals, provides guidance on abuse handling and assists authorities and policymakers on complex ethical and legal challenges related to online services.

The company’s offerings are governed by the Master Service Agreements available on our corporate website. Compliance policies in place include an Acceptable Use Policy, a Claim Consideration Policy, and a Know Your Customer (KYC) procedure, all structured to align with local legislation applicable to the company’s entities.

The Compliance team reviews all incoming abuse reports and law enforcement requests. Team members are multilingual, capable of handling documentation in English, Greek, Portuguese, Spanish, Polish, and Ukrainian. When needed, we have the capacity to promptly bring in expertise in other languages through outsourcing. Staff receive ongoing professional training, follow internal guidelines, and policies are audited annually by external legal advisors to ensure continued DSA compliance.

Legal Counsel provides regulatory and legal support to the Compliance team, reinforced by external law firms when necessary. As an unmanaged IaaS provider, AHPS LTD does not create, monitor, or access customer content directly. Detection of potentially illegal use relies entirely on reports from third parties and notifications of abuse.

While AHPS LTD does not have access to the content stored by its customers, the company continually updates its compliance measures to respond to abuse in line with legal obligations and societal expectations.

Systems and algorithms may be used to flag content that potentially breaches company policies, but any flagged content is always subject to human review before action is taken. Decisions are never made solely by automated processes. Human review may be initiated internally or triggered by third-party reports.

When handling complaints about illegal content or appeals about prior moderation decisions, reviewers first assess the content according to internal compliance policies. If the content does not clearly violate policies, the Compliance team evaluates potential legal implications. Cases that are ambiguous or require further analysis may be escalated to specialized legal request officers, who have appropriate training and/or particular language expertise. Legal Counsel may be consulted for final decisions where necessary.

The Compliance team routinely collaborates through meetings and other channels in a planned and continuous manner to ensure prompt and consistent resolution of reports. Insights from cases requiring legal input are shared with all relevant staff to improve future decision-making and maintain procedural consistency.

The Compliance team is supported by subject matter experts and team leads, with staff from diverse backgrounds, including law, political science, communications, sociology, cultural studies, and linguistics. The team manages both initial reports of abuse and complaints regarding prior actions, covering issues within and beyond the European Union.

All Compliance team members have extensive experience in content moderation. Combined language capabilities span multiple languages, and additional linguo-cultural expert support is provided, and language tools are utilized when needed.

AHPS LTD has established a dedicated group trained to investigate and respond to reports of illegal content received via multiple channels or instances identified proactively, ensuring that responses are adequate, timely, thorough, and legally compliant.
